The Failure of the 28-Clause Peace Proposal for Ukraine: How Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the tension caused by the presentation of a new comprehensive peace framework for ending the war appeared – briefly – to have been defused. A American diplomat spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its response: an extensive attack of aerial bombardment on Kyiv.

The Cycle of Negotiation and Warfare

The succession of contrasting events captured the bleak nature of the current period. By day, political struggles are fought: optimistic declarations are delivered from multiple capitals. Immense energy is expended on managing particular approaches. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the key method for achieving "settlement".

Nocturnal Warfare

As the offensive progressed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was revealed. Ukraine is capable of detecting missile launches from across the border, a ability provided through current data. From observation points, defense planes that had been scrambled to intercept incoming guided weapons streaked across the sky – modern combat jets provided to Ukraine by Western partners.

Shortly after, Kyiv's air-defence systems thundered: several firings deployed against a Russian ballistic missile. This was a modern interception technology at work, probably provided by partner states. Every deployment jolts you unexpectedly, causing tremors. The brief panic quickly gives way to resigned acknowledgment: perhaps the approaching threat won't cause damage this time, sparing the city from ruin and additional electricity failures.

Ongoing Risks

Following this, a large-caliber weapon fired at a drone close by, part of a mobile-fire group – probably allied-provided weaponry. Regrettably, the shots failed to hit the hostile drone – it pressed on overhead toward its target.

Intermittently, this carried on until dawn. Kyiv faced the morning news: seven people killed, destruction and utility failures in numerous residences as a result of the evening attack. As typically, everyone still maintained normal activities – living the war. But those entire period encapsulated Ukraine's vital need on international aid – a dependence that European nations are demonstrably unable to fill in the immediate future.

Ineffective Peace Efforts

The detailed framework from US administration generated strong feelings, discussion and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after earlier high-level meetings and multilateral gatherings.

Every new proposal from Washington unfolds according to the same pattern: a political offensive against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually achieve victory. This trend will, no doubt, endure.

Political Considerations

It is easy to blame specific actors of consistently pushing Kremlin's demands. But that does not seem to be the whole story. US administration works based on a premise familiar among experienced diplomats: you cannot secure via talks what you have been unable to protect through force. The White House presumes that it is impossible to compel Moscow to surrender the areas that it presently holds in Ukraine's occupied territories.

The issue is that while acknowledging this situation, Washington does minimal to deter Moscow, through words or deeds, from thinking that the status quo will not shift further in its advantage in the near future.

Conflicting Perspectives

Therefore, Moscow is certain that duration works to their advantage – that Ukraine and its supporters are nearing depletion. Their incentive to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to end hostilities, but they will continue as long as Russia's leadership remains supremely confident in the result.

On the contrary, Kyiv believes that Ukraine can still persist, progressively conceding lives and land but preventing a total frontline collapse until situations evolve in its benefit.

Existing Situation

Objectively, there are no actual prerequisites for a ceasefire. Now, personal considerations are becoming relevant: personal goals to mediate resolution and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to unite the population around the country's interests against any proposal Kyiv finds unworkable, so that their priority does not switch to homefront challenges. And although their task will now be considerably more difficult after recent developments, it remains quite doubtful that this will modify their basic position.

These opposing factors are driving the talks.

Conclusion and Outlook

It took a mere seven days to kill the 28 points of the latest plan. Forceful and unpredictable management of the matter by Washington, resistance by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, latest revelations, all served their function.

While new plans based on previous concepts are approaching, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and reflect certain reluctance to alter the situation, if they maintain solidarity and improve their protective measures at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the predictable period, primarily depend on ongoing international assistance.
